    Abstract

Launched in 2024, Pump.fun enabled the instant minting and trading of millions of tokens, generating hundreds of millions in fee revenue by capitalizing on speculative frenzy. While positioned as a form of participatory culture and financial democratization, the platform's ecosystem exhibited characteristics analogous to Ponzi schemes: value derived from continuous new investment rather than fundamentals, enriching early insiders while over 99% of tokens collapsed, leading to widespread retail losses. Our analysis explores the regulatory gray area these meme-coins occupy, often evading securities classification while attracting scrutiny from bodies like the UK's FCA and prompting class-action lawsuits in the U.S. that allege the sale of unregistered securities. By synthesizing financial history, communication theory, and legal analysis, we argue that Pump.fun exemplifies how modern fintech can package and sell speculative mania as a service, outpacing regulatory frameworks and raising urgent ethical questions about consumer protection, platform responsibility, and the volatile intersection of internet culture and financial markets.

    Abstract

This paper aims to examine the significant effects of global climate change on quality education, particularly focusing on how environmental disruptions exacerbate educational inequalities in vulnerable communities. The study employs Social Vulnerability Theory to analyze how factors such as socioeconomic status, gender, and geography shape the experiences of marginalized groups. It advocates for the integration of climate change education into existing curricula through interdisciplinary and project-based learning, and emphasizes the need for improved teacher training and community engagement. The findings reveal critical gaps in the literature regarding the impact of climate change on education. They highlight the challenges posed by school closures, infrastructure damage, economic difficulties, health issues, and unequal access to resources, all of which hinder educational opportunities for vulnerable populations. The paper stresses the necessity for targeted policies that promote educational equity. This research contributes to the understanding of educational disparities caused by climate change and underscores the importance of technology and partnerships with local organizations in building resilience within educational systems. It advocates for strategies that empower educators to effectively address climate-related challenges, ensuring that all students, particularly the most vulnerable, have access to quality education amidst climate uncertainties.

    Abstract

Municipal service delivery is still one of the biggest issues facing the world, and public sector reforms haven't worked out so far. The public sector, a vital part of every economy, must effectively handle its problems to avoid limiting economic growth and development. Inadequate service delivery within the government environment has remained a major challenge since the new democratic dispensation. Therefore, this study aims to identify the challenges and strategic measures that will ensure effective and sustainable municipal service delivery. The study will further explore inefficiencies, particularly recurring problems that are not adequately resolved. The study adopted a qualitative research methodology utilizing a conceptual approach. Municipalities require resources like finances, well-trained employees, systems, and equipment to deliver on their constitutional mandate. One way to address the extent to which limited resources affect the ability to deliver on its constitutional mandate is to ensure that service excellence is maintained, which affects query resolution, collections, performance, and accurate data. The municipality can be seen as a vehicle with interrelated, interdependent, and interacting parts that work together to deliver the services required. Whilst some municipalities are managed very well and service delivery is excellent, the overall state of local government service delivery in South Africa is "precariously classified by increasing debtors, qualified audit reports, poor systems, poor performance, poor long-term planning, huge service delivery backlogs, and queries, increasing salary bills, unfunded mandates, government debt, concerns about sustainability, and greater demands and expectations by all stakeholders.

    Abstract

This study explores the application of Michel Foucault's theories of discourse and power to instructional leadership in educational settings, particularly in culturally nuanced contexts such as Asia and Africa. It highlights the complexity and potential limitations of using discourse as a technique in regions where traditional values like African philosophical and ethical traditions and Confucianism play a significant role. The intertwining of political power and personal virtue in these settings can complicate the application of Foucault's ideas, potentially overburdening the mechanisms of discourse and subjectivity. However, these challenges also offer opportunities for deeper inquiry. By examining how global discourses of instructional leadership materialized in specific African and Asian contexts, researchers can gain insights into the reconceptualization of agency and provide a voice beyond binary perspectives of liberatory or totalitarian frameworks. The study underscores the dynamic nature of educational research and the importance of avoiding the commodification of Foucault's ideas, encouraging a more nuanced and contextually aware understanding of instructional leadership.

    Abstract

Microcredit or Microfinance is being considered as one of the investment-sources for local farmers who want to cultivate their land. It is highly difficult for local-farmers to collect fund for field-level investment, these farmers select micro-credit loan for seasonal-basis. The research-study attempts to explore the impact of microcredit on agricultural output. Based on a stratified random sampling technique, a total of 200 farmers in the south-west region of Bangladesh are surveyed to address the study objective. Half of the surveyed farmers are microcredit borrowers, while the rest are non-borrowers. The study findings indicate that the average agricultural output of microcredit takers is significantly higher than that of the microcredit non-takers. In the multiple regression model, educational status (ES), land Size (LS), Total Family Income (TFI), Micro-credit takers has positive and significant connection with agro-output. Inversely, yearly Family expenses affects negatively on agro-output. Within this research, ES and LS are statistically significant at 1 percent level. The author considers dummy variables as microcredit takers or non-takers, micro-credit taking farmers produce more agricultural-output compared than non-takers. A long-term sustainable agricultural-policies and green-cultivation are the major challenges for farmers.

    Abstract

The study explores the meta-theoretical context of teacher retention, focusing on psychological factors like organisational commitment, job satisfaction, and human resource retention practices. It highlights the evolution of retention strategies and emphasises their importance in the educational sector, particularly in Africa, where high teacher turnover affects the quality of education. The study discusses two retention models: Döckel's model, which identifies six key retention factors such as compensation, job characteristics, training and development opportunities, supervisor support, career advancement, and work-life balance; and Zin et al.'s model based on Herzberg's motivation-hygiene theory. The Conservation of Resource (COR) theory acts as an overarching theoretical lens, positing that psychological resources such as work engagement, psychological capital, and occupational passion are crucial for retention. The study concludes by suggesting a psychosocial approach to teacher retention that can mitigate high turnover rates and improve educational quality, particularly in an African context.

    Abstract

First-year student retention is a critical issue in higher education, affecting both institutional success and student achievement. This study examines the impact of teaching approaches on first-year students' decisions to persist or withdraw from their studies. Using a qualitative research design, data were collected through semi-structured interviews and document analysis from purposively selected participants at Duck University (pseudonym), which included students, faculty members, and academic advisors. Thematic analysis underscored the importance of student-centered teaching methods, active learning strategies, and ongoing academic support in promoting engagement and persistence. Key factors such as interactive classroom environments, personalized feedback, and faculty mentorship emerged as crucial influences on students' motivation and sense of belonging. The findings suggest that integrating innovative pedagogical approaches with strong institutional support enhances student retention by promoting deeper learning and academic resilience. This study advocates for a holistic framework that prioritizes pedagogical innovation, student engagement, and inclusive learning environments to reduce withdrawal rates and support first-year students in their academic journey.

    Abstract

This article explores Michael Apple's perspectives on the official curriculum and their implications for teacher attrition. Drawing on Apple's critical theory of education, it examines how ideological and economic forces shape curriculum content and pedagogical practices in ways that can contribute to teacher burnout and attrition. The analysis focuses on four key themes: the hidden curriculum and social reproduction, deskilling of teachers through standardised curricula, neoliberal influences on education policy, and possibilities for teacher resistance and agency. By synthesising Apple's work with current research on teacher attrition, this article aims to illuminate the complex relationships between curriculum, ideology, and the teaching profession.

    Abstract

This study examines the contribution of high performance work system (HPWS) to organizational performance in the public sector in a developing country context. It relates HPWS to the human resource (HR) outcome, operational outcome, and financial performance of public enterprises in Ethiopia by focusing on the mediating effects of HR outcome and operational outcome. The results of the structural equation modeling (SEM) analysis, based on data gathered on a survey of 480 managers who work in nine public enterprises, demonstrate that operational outcome has a significant positive mediating effect in the HPWS-financial performance relationship. The research advises the public enterprises to design and implement HPWS practices as increased use of HPWS in the enterprises has a significant direct and indirect positive effect on financial performance. The paper suggests future researchers to examine the effects of high commitment work system (HCWS) and high involvement work system (HIWS) on the performance of public enterprises in a developing country context.

    Abstract

In the field of pragmatics, Salvatore Attardo formulated the perlocutionary cooperative principle; the definition of this principle, given by its author, is "to cooperate in whatever goals the speaker may have in initiating a conversational exchange, including any non-linguistic, practical goal". This paper essentially aims to analyse the modality in which this principle, along with the classic Gricean cooperative principle, shapes the judgments of the Court of Justice of the European Union. In fact, the article reveals the pragmatic mechanisms used by the Court of Justice in achieving certain legal interpretations, required by the national courts in order to provide practical solutions for specific cases. In this regard, it is important to remember that every case supposes individual ‘needs’ that are nothing else than "practical goals".

    Abstract

Women, as adult learners, engage in educational experiences to enhance their personal lives, family well-being, and support national development. However, observations suggest that they often encounter challenges that hinder their commitment to learning programmes. While it is unclear whether these challenges are unique to women, it is likely, given the complex and demanding roles they traditionally hold in African society. To guide the study, four research questions were raised and one hypothesis were formulated. The study adopted the descriptive survey research design. The population of the study consisted of 406 women of the Benin ethnic group, who are participants in adult learning programmes. The entire population was used for the study because of its manageable size. A questionnaire was used for data collection which was validated by three experts and the reliability was established using Cronbach Alpha formulae yielding a reliability coefficient of 0.71. Data gathered for the study were analysed using Mean (x), Standard Deviation and Pearson Product Moment Correlation Coefficient (r). Findings of the research showed that gender ideology exists among the Benins and that there was a significant and positive relationship among gender ideology, self concept and participation in adult learning programmes among Benin women. Based on the findings, it was recommended among others that cultural institutions should deliberately begin to refrain from gender expectations that influences negative self concept especially among the female gender that can impede participation in alternative education like adult learning programmes in later life.

    Abstract

This article highlights the relevance and necessity of applying the principles of Social Network Analysis (SNA) research methodology for the study of individuals and connections that occupy positions of power within a criminal network, one of the main analytical features applied to the organizational structure of criminal networks. In fact, this approach aims to identify individuals (as nodes) and connections situated in positions of power (also considered forms of social capital manifestation), characterized dually by both their low visibility within the network and their increased influence over the processes and phenomena occurring throughout the entire network (e.g. the organizational structure, the communication structure, and resource circulation flow). In this context, in a case study applied within the penitentiary environment on a network comprising 14 inmates who have committed violent acts together (as a group) and their 15 mutual caregivers, centrality measures are applied to identify those individuals and direct relationships (formed by pairs of two network members) that: a) occupy positions of power, indicated by popularity/visibility (reflected through the determination of the "Social hub" and "Social hub's connections" statuses values of the network members); b) exhibit another type of influence, namely the ability of individuals and relationships to influence the indirect connection of other network members (reflected through the determination of the "Betweenness" and "Link betweenness" statuses values of the network's connections). This subject is rarely adopted in the specialized literature that can be found in Romania and the motivation for using analysis technique of Social Network Analysis (SNA) lies in the increased utility and relevance of its analytical tools for studying the characteristic features structures of the organizational structure of criminal networks, including those formed by inmates. Thus, decision-makers can be advised to make decisions that lead to the disruption or even which will result in the dismantling of criminal networks within penitentiaries and, consequently, to the prevention and combating of the undesirable effects they may generate at a social level.

    Abstract

Michel Foucault's ideas about power have profoundly influenced numerous academic disciplines, including educational leadership. Within higher education, traditional conceptions of power as something possessed or exercised hierarchically are routinely challenged and reconfigured through Foucauldian frameworks. This article examines six core themes-disciplinary power, surveillance, governmentality, knowledge and discourse, resistance, and subjectification—and interrogates their relevance in the context of higher education leadership. Drawing from a rich palette of global case studies and empirical reflections, the analysis unpacks how power relations saturate institutional structures, policy-making, and daily practices, shaping agency and constraints for leaders, faculty, and students alike. Throughout, the article foregrounds the dynamic and relational nature of power in universities, advocating for a more reflexive and ethically attuned leadership paradigm that resists simplistic binaries and promotes emancipatory possibilities.

    Abstract

The resurgence of violent conflicts across Europe, Africa, and the Middle East underscores the fragility of existing peace infrastructures and the need to reconceptualize approaches to conflict transformation. This paper addresses this challenge by examining strategic peace culture as both a theoretical framework and a practical tool for building sustainable peace. Focusing on the role of education and communication, the study explores how pedagogical practices, dialogic platforms, and institutional narratives shape resilience, vulnerability, and agency in fragile and conflict-affected contexts. The paper employs a qualitative-comparative design supported by content analysis and introduces and applies the Strategic Peace Culture Index as a heuristic tool integrating dialogic density, inclusivity of narratives, and transformative capacity. The analysis covers the period 2010-2025 and draws on a diverse range of academic, policy, and programmatic sources. The findings demonstrate that peace cultures are neither static nor neutral but actively produced through communicative visibility, educational strategies, and institutional feedback loops. While European contexts reveal relatively dense dialogue infrastructures but limited inclusivity, Middle Eastern cases remain constrained across all dimensions, and African contexts present uneven yet promising transformative pathways. The paper concludes that institutionalizing dialogue, ensuring inclusivity, and fostering structural transformation are key factors for sustainable peace. It contributes to peace research and recommendations for policymakers, educators, and peacebuilding practitioners seeking to strengthen participatory and context-sensitive strategies for long-term stability.

    Abstract

This study investigated the influence of Continuous Professional Development (CPD) on administrative staff in Ghanaian universities, focusing on how CPD participation enhances skills, knowledge, and job performance. A quantitative approach was adopted, with surveys administered to 521 administrative personnel across selected institutions. The instrument assessed participants' involvement in CPD and their perceptions of its effects on skills, knowledge, performance, and overall efficacy. Data were analysed using SPSS Version 27 to explore associations between CPD engagement and indicators such as productivity, efficiency, and problem-solving capacity. Findings demonstrated that CPD participation exerted a significant positive impact across all dimensions, with a mean score of 4.00, reflecting improvements in career advancement, adaptability, learning opportunities, and communication. Moreover, CPD led to enhanced job performance, notably in productivity, engagement, error reduction, satisfaction, time management, and reduced absenteeism. The study recommends that universities prioritise diverse, innovative CPD initiatives responsive to evolving higher education needs.

    Abstract

This paper investigates novice teacher development strategies within the South African education policy landscape. Despite policy commitments to improving teacher quality and retention, many novice teachers continue to experience challenges in transitioning from theory to classroom practice. Drawing on literature on professional learning, mentorship, and teacher identity formation, this paper explores how induction policies and school-based support structures influence the growth of novice teachers. It critically examines the alignment between national education policies-such as the Integrated Strategic Planning Framework for Teacher Education and Development-and their implementation in schools. The paper argues that effective novice teacher development requires a coherent system that integrates policy intent, institutional culture, and sustained professional support. It concludes by proposing a framework for enhancing teacher development practices that promote professional competence, resilience, and long-term teacher retention in South African schools.

    Abstract

This study explores the resilience processes of low-income families in Mamelodi, South Africa, a context of profound economic adversity. Through qualitative Participatory Reflection and Action (PRA) workshops with 96 caregivers, the research identifies that family resilience is a dynamic achievement, negotiated through the interaction of variable relational processes and stable foundational strengths. Key findings reveal that positive communication, collaborative problem-solving, and supportive relationships are critical yet vulnerable protective factors that can easily become risks under pressure; conversely, religion/spirituality and shared family beliefs serve as a stable, cultural anchor providing meaning and hope. The pervasive risk of low socio-economic status consistently threatens this balance, exerting a destabilizing force on family functioning. The study concludes that resilience is an active process where families leverage their foundational beliefs to protect their relational bonds, challenging deficit narratives and highlighting the need for interventions that combine economic support with culturally congruent strengthening of family processes.

    Abstract

This chapter critically examines the intersection of digital literacy and teacher professional development within the context of G20 nations, exploring how global economic leaders address the challenges and opportunities of digital transformation in education. Drawing on recent empirical studies, policy analyses, and international frameworks, the chapter unpacks six core themes: conceptualizing digital literacy in the 21st century; comparative policy approaches among G20 countries; the role of teacher professional development in fostering digital competencies; barriers and enablers in digital upskilling; the impact of digital literacy on educational equity; and future directions for G20 collaboration. The analysis reveals that while G20 countries demonstrate varied strategies and progress, shared challenges persist regarding infrastructure, pedagogical change, and systemic support. The chapter concludes with recommendations for leveraging G20 cooperation to enhance digital literacy and teacher professional development, emphasizing the need for sustained investment, policy coherence, and culturally responsive practices

    Abstract

This paper explores the etymological, conceptual, and historical foundations of counseling, with a particular focus on the evolution of educational and school counseling. Drawing from Latin, French, and English linguistic roots, the term counseling is shown to encompass far more than the simple act of giving advice; it represents a structured, professional, and ethically grounded interpersonal process aimed at supporting individuals or groups in their personal, emotional, cognitive, and social development. The study highlights key theoretical contributions that define counseling as a collaborative relationship centered on self-understanding, adaptive functioning, and the mobilization of personal resources. A brief historical overview underscores the emergence of modern counseling with Frank Parsons and traces the development of Romanian counseling services from early psychotechnical laboratories to contemporary psycho-pedagogical assistance centers. The re-establishment of professional school counseling in Romania after the 1990s is examined in relation to new social and educational challenges requiring specialized interventions. The paper concludes by outlining the comprehensive roles, objectives, and thematic areas addressed by school counselors, emphasizing their essential function in fostering student well-being, preventing crisis situations, and supporting lifelong development within the educational environment.

    Abstract

The article analyses the profound transformations in political communication amid the development of the internet and social networks, highlighting how the online environment has redefined the relationships among politicians, the media, and citizens. Digital platforms have become central tools for promoting political messages, mobilising the electorate, interacting directly with the public, and monitoring public opinion in real time, thereby facilitating the personalisation of communication and expanding civic participation. At the same time, the study highlights the risks associated with this environment, in particular the proliferation of fake news, disinformation, and scandal politics, which can influence public perceptions and contribute to a crisis of legitimacy of the traditional political system. From a linguistic and discursive perspective, the article highlights the essential role of language in constructing online political messages, including the use of rhetorical strategies, emotion, message simplification, and multimedia elements. In conclusion, the relationship between politics, media, and the online environment is complex and dynamic, offering significant opportunities for the democratisation of political participation, but also significant challenges that require a critical and responsible approach from political actors and citizens.
